On a more personal note. Wrens (flying rats) got into my green house and ate the tops off my carrots. I have dispersed some ground up rat poison and chopped corn to stop the problem. I paid for it since it was my responsibility. Did not ask for Guberment handout either

The affected countries can contract with private companies. There’s NO need for US taxpayers to pay for this.

I skimmed through the article and it appears much of their issues have to do with being purposely backwards. With that said, you cannot help someone that does not first want to help themselves.
Colonialism brought many of these countries up to European standards of living. I’m thinking Rhodesia here. These idiots just did not end colonialism, they reverted back to the stone ages by running off/murdering all their farmers in their efforts to blend communism with tribalism.
I truly do not like seeing people suffer, but they must learn to correct their own self created issues.
Let the English, French, Italians or Spaniards manage this. They all are far more proximate to Africa and have a long history of assisting those peoples.

At the most, we can rent them the aircraft and a contract crew. They can procure the chemicals themselves.
Countries heavily into voodoo and superstition tend to get hammered pretty good.
I would only do a package deal. They could swear they had everything ready, but when you get your crews and equipment over there you discover that they’re haven’t even received, or ordered, the insecticide yet.
Because those same virtue-signaling agro-ecologists will descend like a locust plague on any US politician who dares to interfere with their disastrous African eco projects and the Democrats and the media would happily join in. If they couldn’t find some actual harmful side effect they would simply make something up and hype it to the heavens.
The naivety of the author is stunning: any “frank discussion” would merely give them advance notice so they could prepare their attack on your locust eradication efforts ahead of time.
Besides, the virtue signaling environmentalists consider dead Africans progress in their war on humanity. And half of Africa wants the other half dead anyway. Ultimately they are as much an enemy to themselves as the locusts.
