Also what about the locations they rent (normally, but some own). There will be no rental income for the landlords, who will not be able to pay of loans against the properties. The owners will also not be able to pay property taxes and also would have an excellent reason for a property tax valuation reduction!
People eat out too much. Just look at the obesity epidemic. It’s a result of food being too cheap. People can afford to eat out even if it’s fast food. The time and effort it takes to put food on the table in this century is minuscule compared to centuries past. People worked to survive back then. Perhaps the restaurant business should downscale along with the cruise business.
Subject of course to change, MO’s governor has stated that he believes that people will listen to warnings and act accordingly. He has not shut down the schools, although most schools have shut themselves down. Many restaurants are limiting to drive through/delivery but that too hasn’t been ordered. But MO only has 47 confirmed cases/1 death.
And as a bonus, The Hill neighborhood in STL has some pretty good Italian restaurants.

An EO simply stating that banks need to, forestall loan repayments and commercial landlords need to forestall rent - with no penalties - for 30 days would probably be enough for many small businesses to weather this to weather this.
