I must admit this is an interesting way to get the treatment to any doctors and patients to use, if they wish, instead of waiting a long time to run a study. I hope the results over the next week or so show promise.
I don’t think Joe gets how the FDA is letting this drug be used in this fight.

Oh, I think it goes a little deeper than him just passing along information.
Remember how President Reagan kept putting “Tear down this wall” into his speech and his advisors kept taking it out. In the end, he put it in anyway and the rest is history.
President Trump operates on the same level. He’s been convinced (maybe by those same medical experts, but just as likely by reading or listening to other sources—just like we do) that there could be something to this treatment and he wants to see it tried, and soon.
So, he leads the press conference and talks it up. Then his FDA rep comes on and does FDA-speak about trials, taking time, yada, yada.
But every doctor in the country is now aware that President Trump is on their side if they decide to try it off label. More important, the FDA is now on notice to get that treatment into their recommended medical guidelines ASAP, trials to come later.
In other words, he’s leading the charge to get this treatment implemented, not just parroting the advice of his medical experts and letting them set the pace. Just as Reagan did with the wall.
I’ll bet it’s routinely used within two weeks of today’s press conference, something that would never happen without his efforts. The man hates red tape and is better at cutting through it than most. His willingness to do so just might even be the main reason he’s re-elected in November, depending on how it all works out.

And if it’s tried very soon, and works as advertised, I could see a quick resumption of normal daily routine across the country once every healthcare facility is stocked with test kits to detect the virus and sufficient supplies of chloroquine (of some form) to handle all incoming cases. We catch it, and it’s serious, we get treatment. If it’s mild, we stay home a few days and then head back to work, school, etc.
The French doctors have now written up their results and they’re pretty impressive, especially when combined with a common antibiotic. Someone posted a link to their writeup earlier in this thread.
This could be exactly what is needed to turn this entire situation around in a matter of weeks.

I’ve seen hopes and speculation, but no reports. Have there actually been reports of it working prophylactically?
Maybe, although I’m not sure the Chinese masters even needed a “cure” before sending everyone back to work. They needed to get the factories humming again.
And we don’t even know it they’ve succeeded in that. China appears to be one locked down country right now.

If there's hope the Chloroquine can be of help, then by all means go

just more lies, bullshit, and propaganda from the leftist fake stream enemedia: i watched that news conference and President Trump didn’t PROMISE anything, he simply announced what everyone already had heard about, namely that numerous anecdotal reports were coming in that hydroxychloroquine seemed to be an effective drug about COVID-19 and that he had ordered the FDA to confirm that, determine the best dose, and to get that information to hospitals and doctors ASAP ... since then, TEVA and Mylan have announced that they are gearing up production of hydroxychloroquine and will be donating millions of doses to U.S. hospitals ...

no approval is necessary by anyone ... any drug that has already been approved by the FDA can legally and ethically be utilized for any other medical condition WITHOUT FDA approval ... in fact, most prescriptions for antibiotics and antivirals are prescribed off-label because the original FDA approval was usually only for the single bug being tested in the original drug approval test trials ...
