Despite a hefty prison sentence, accused kidnapper Phillip DeWoody was eligible for parole under a 1990 change to state law that adjusted parole eligibility for older offenders facing long prison sentences.
The Opelousas man is accused in the disappearance and death of Ville Platte resident Joyce Thomas, a deaf and mute 72-year-old woman whose body was found on a property along Interstate 49 between Sunset and Opelousas on Monday morning.

Philip DeWoody murdered and assaulted one woman and he assaulted a second woman.
He was sentenced to over 100 years in prison (117 I think).
This law, passed in Louisiana, is 'Act 790' which allows a person to be paroled after 20 years...
The woman murdered was a 'deaf mute'.

"This individual, Phillip Dewoody, is a dangerous, violent repeat offender, and I think the parole board should take a different look at people who come up for parole with records like this," Guidroz told us. "This person killed a 13-year-old girl when he was 12. He's committed 3 or 4 armed robberies, he's committed rapes, kidnapping, aggravated escape. This guy's got a record a mile long and he's paroled. There's something wrong with that picture."
