That music has been ubiquitous and out in circulation for so long, I would think it was under Public Domain.
Songs like “Happy Birthday” or “We Will Rock You!” are sung when people chose to sing them.

At the Phoenix Trump rally, they played both Macho Man and YMCA. We danced and sang to both!
They also played Al Green, Barry White, Rolling Stones, Guns N’Roses, Michael Jackson, Lee Greenwood, and Frank Sinatra.

The Village People are probably grateful that they’ll get royalties out of the performances because mostly their career tanked some time ago and ticket sales on revival/retro concerts aren’t doing real well.
