Most HK schools are run by Christian organizations and Christians are prominent in the HK bureau of Education and Manpower.
The school where I worked in HK for 12 years was anything but an arm of PRC propaganda.
There are two public school systems in HK. ESF (English Schools Foundation) and the local Chinese medium of instruction schools. ESF is based on UK public schools. The Schools in Chinese are generally sponsored by various Christian groups and are at least, nominally, Christian schools.
International schools are, well international, using a curriculum from Australia (Australian International School) S. Korea (Korean International School), Japan (Japan International School), Isreal (I forgot the name but there are at least 2 Jewish International schools in HK), Norway (Norwegian International School), Singapore (Singaporean International School) or various US States. Then you have Chinese International School (Taiwanese curriculum) International Christian School (Modified California Curriculum) These schools are far more interested in preaching the gospel within the curriculum than they are promoting the PRC. There are a whole bunch of very exclusive schools on HK Island like St. Georges College that are either Anglican or Roman Catholic.
Most of the Chinese language medium of instruction schools are run by Christian mission groups from both Protestant and Catholic traditions.
Then there are IB schools like United World College these use a standardized IB curriculum.
There is also an Islamic School, and several Taoist and Buddhist schools. Several schools are completely sponsored by The Jockey Club (Horse Racing) and others by various banks (HSBC, BEA, Hang Seng), and at least one by a department Store (Wing On) the remaining schools are generally, at least in part, funded by a charitable trust of some sort from the US, Canada or the US.
Depending on the funding taken from the government, the school may or may not have to use a government curriculum. US schools were so good there wouldn’t be a need for Home Schooling. The students are too busy learning math and science to be bothered with propaganda.
If you want to truly reform the US education system then you should model the US schools after the HK system.
The only area I can think of where the central government ask to insert something into the curriculum was that Beijing want every student learn Mandarin.
