If it is a bio-weapon the purpose is not to kill people — it is to destroy economies.
That could mean 10 million Americans citizens. Maybe more, once the weapon is perfected.
Wounding often creates a larger logistical problem for the recipient of an attack. Perhaps 3% is an optimal number for this biological if it is indeed a weapon.

It’s too early to be sure of the kill rate (since many who have it have yet to die), but the virus, ALREADY, is sending 25% or so of those who get it to Intensive Care.

Wounding a soldier is often more effective than killing, because a wounded soldier takes 2-3 able bodied soldiers with him off the battle field.
Yes, the kill rate is 3-4%. ICU rate is 25%. Theyll be sick for months.
That (plus quarantine) effectively shuts an economy down for a year.
If it is a bioweapon it is either an economic collapse bioweapon or an incomplete bioweapon in development. With CRISPR it is easy to screw with DNA/RNA. The fact that the middle part of the virus (hence the novel moniker) genome has never been seen before suggests there may have been some CRISPR messing with the genome. Not saying it isn’t naturally evolved but IMHO it is highly unlikely.
