Wow...SEVENTY SEVEN agencies met to try to figure out what's going on. It is amazing that whoever is doing this has been able to keep it a secret. How hard can it be to set up a high powered radar and follow these drones back to their mother ship?
I hadn't thought about the angle that these are flying around the vicinity of nuclear missile silos.

If the drones are being controlled remotely, it would be through an electromagnetic beam. Detect that beam and find out from where it's sourced, or minimally, jam the signal!
If the drones are somehow internally guided and beaming a video signal, jam that signal.
Once you've prevented the electronics from signaling anyone, shoot the damn things down and assess the manufacture and source.

Radar would have to be high frequency for adequate resolution but they have already had FLIR technology in the air on a Pilatus (normally used to detect wildfire ignitions). It spotted drones but didn’t lead to any useful insights about them.
