My son is applying for student’s loans for the first time this year. We paid for his associate’s degree, he pays for everything else. He already registered for the draft years ago but his doctor told him to forget about military service. He blew out his knee playing football; while very strong and a great shot, he can’t go long distances on the knee.
It was a crushing blow for him.

You have to be registered for the draft to get any federal benefits. Also, in my state, when you get your driver’s license you are automatically registered for the draft. Big signs are posted saying that at the DMV.

There are other ways he can get the education I think joining the Peace Corps would also give the education dollars very LIBERAL organization however!!! There are many, many private companies out there right now offering apprenticeships where he wouldnt even have to set foot in a university filling his mind full of propaganda!! Trump has made these apprenticeships a TOP PRIORITY with companies so these kids werent subject to these leftist educations AND debt!! Your son should check into this in the field he is interested in going into!!!

"There can be no draft in present day USA because the greater portion of what would be brought in with such would be worse than worthless."
And come out mighty fine. There's nothing like initial training for real combat soldiers. It's like growing up all over again in a hugely different way. ;)
As for those who don't graduate to become men, oh well. Good riddance.

There was no registration for 2 years, 1976-1977. So if you turned 18 in that time frame, you didnt register. As you note, we returned to draft registration in 1978, which of course was under Carter.

Any freeman or lover of liberty would be appalled at a strong centralized government having conscription powers. Every President who pushed for a draft was a centralized Progressive (Yes, that includes Lincoln) Statists. Same with Congress members and judges who pulled "shadows" out of their rectums to justify the draft.
If my community is threatened, then I will pick up arms by reason, not through conscription which is antithesis to reason and limited government.
That said, regulated militias (Not directly under the Federal/State governments) should be promoted, perhaps through tax breaks for participating in Weekend Warrior activities. If the government is too scared of not completing controlling militias, tough crap, government servants should be scared of their citizens
DOD should have professional "volunteers". The process can be optimize a heck of a lot more.

Reagan actually campaigned on doing away with Selective Service as a waste of taxpayer money. All it does is pay armies of bureaucrats to compile a huge mailing list. If something goes down most of these people won’t be found, or if they are many will resist and clog the court system.
After getting elected he changed his mind as it was thought this would send the wrong message to the Evil Empire.

Rostker v. Goldberg(1981), the Supreme Court held:

And since women are excluded from combat service by statute or military policy, men and women are simply not similarly situated for purposes of a draft or registration for a draft, and Congress' decision to authorize the registration of only men therefore does not violate the Due Process Clause. The testimony of executive and military officials before Congress showed that the argument for registering women was based on considerations of equity, but Congress was entitled, in the exercise of its constitutional powers, to focus on the question of military need, rather than "equity.
But, guess what? Since then, the Obama Administration busily worked to get women into combat specialties, which means the original reasoning no longer holds.
And in 2019, a federal judge ruled that excluding women from draft registration was unconstitutional.
