It can be true globally. Israel is the only one to make use of it on a national scale.
Up here in Jersey we can go as high as 100 degs. humidity at about 50 to 60% to -2 in winter. And I live about 8 miles from the ocean.
I’ve been in the tropics when the daytime temps hit 70 F (20+ years ago)with cloudy skies. The locals were wearing heavy sweaters and shivering.
Meanwhile, in SW Wisconsin, it has been in the 30s-40s, with a few days hitting 50 and we are loving it. Lower heating costs and more comfort. Very little snow, too. A few rainy days. March weather.
And it’s not a one-off. I’m 77 and this has happened before, just not as often as one would hope.
The temperature dropped to 50 degrees Fahrenheit at one point. Doesn’t anyone have a sweater?

The wealthy Persian Gulf nations have made significant investments in fresh water technology and infrastructure.
How that compares to Israeli technology, I do not know.
I heard schools close and work shuts down if the temperature gets below 50 in South Florida. Some people even wear long pants!!!
Most homes there don’t have central heating. Not gonna be a fun day.
Desalination is costly, but since the Saudis have petrodollars they operate large desalination plants.

I vacationed in Fla with friends who lived there...we went out to play golf, it was in the high 60's and of course I wore shorts and a golf shirt(I'm from Indiana)...well the harassment started immediately....oh, look who is the eskimo !!!it was FUN!!!
I suspect the sharks are the authorities.
