She could say: "I'm not sending these articles of impeachment over to the Senate. There's no point in doing so. The majority leader has made it clear that he has no interest in a 'fair trial.' There's no point in wasting everyone's time and taxpayer money to arrive at a decision that Republican senators have already made. Everyone, including each and every Republican member of the Senate, knows that President Trump did exactly what he stands accused of doing. And impeachment is a fact. So we'll let it stand as is; a monument to the president's dishonesty and corruption, to be contemplated and remembered by Americans for generations to come."
Owie! That would light up the night sky over 1600 Pennsylvania Avenue, no? The White House and the reelection campaign committee would erupt in a volcano of tweets and seething appearances on Fox News. God only knows who, aside from Pelosi, would be the target of Team Trump's collective wrath.
But everyone else, or virtually everyone else, would accept Pelosi's proposed political resolution with gratitude. Republican Senators would be happy to be rid of the dreary task of defending the president's conduct. Democratic senators would no longer have to explain why what voters perceive as a felony is actually a capital crime. The "progressive caucus" might be upset for a time, but Rep. Alexandria Ocasio-Cortez doesn't play quarterly politics. She plays a long game, emphasizing yards gained and time of possession. She can bank the House vote on impeachment as a first down, which, for Team AOC, it was and is.

I think they are holding onto it because of RGB. Trump will move quickly to appoint a replacement and the Dems have no other option to try and stop it.
The Senate can and should hold a trial with or without House managers. The Senate has the sole power to try impeachments, and they should vote on rules for this situation and then hold a trial based on the version of charges published in the Congressional Record.

The Senate does not need to hold a trial. They can pass a resolution that takes legislative notice of the impeachment charge and gives a date certain for the House to present its charges and managers and to begin trial, failing which the Senate will take the matter up on its own without the participation of the House. On the given day, the Senate can meet, declare that the Speaker of the House has apparently decided not to pursue the impeachment charges, and enter a judgment of acquittal for President Trump based on all the available information.
Technically, that is correct. But the impeachment was nothing but a sham from the get-go...a sham which would only serve to tarnish the President in the public eye.
No impeachment papers means the "impeachment" stays alive as a sham. It will serve its purpose in the 2020 campaign.
At the 2020 Democratic Convention, there will be massive banners hanging from the convention center ceiling attesting to the President's impeachment by the House.
The selected nominee will run against this disgraced and impeached monster of a President.
As an aside, I have heard liberals on the street and over the air waves already talking about how the President has been effectively removed from office by the House...talking about how he is President in name only by an unlawful act of the GOP Senate.
We all know this.

Impeachment in the US Constitution is designed to rid the country of a criminal. NOT intended to be an extra-Constitutional exercise towards the ends of a party

Something tells me Pelosi held up the Articles because perpetrating a fraud that results in a failed impeachment is a crime Schiff and Nadler technically havent committed until she transmits the Articles.

As Impeachment is over, and now only exists as a toxic liberal myth: we need to hang their abject failure around their necks.
We mustn’t allow them to retreat inside ‘their truth’. They spent months and years on this: their failure to impeach makes them a laughing stock.
The President has not been impeached.
Until the House completes the process, he has still not been impeached.
It is just more Democrat lawlessness and shredding of legal standards in pursuit of their own ends. It is legally ridiculous to suppose that impeachment is dependent on the actions of one person after the articles have been voted by the entire Congress.
This will make sense to the voters. Imagine scenario where a President is impeached but he has the Speaker in his pocket, either through personal loyalty or extortion. Would that President be immune from impeachment? It can not be so!
If it is procedurally possible, Republicans in the House should introduce a resolution calling on the Speaker to promptly complete the process, and see if all of those Democrats would be willing to cast a vote to not impeach the President.
Or, better yet, introduce a resolution for the Speaker to end the process by not sending the articles to the Senate. Let the Democrats vote that down and then the Speaker will be forced to defy a vote of her own party.
The Democrats are betting that it will be spent elsewhere.
That means that the Democrats can, with complete impunity, use the impeachment sham and all its lies to confuse those voters who are independent, undecided, and/or, perhaps, only recently taking any interest in politics.
The Dems will sell the impeachment as fact. They will argue that Trump is an illegal president in office ONLY because the Senate is under GOP control.
The Dems will argue that it is the voters' patriotic duty to, by their votes, override a corrupt GOP Senate and remove an illegal and impeached president.
Actually, it is pretty damned smart.
The GOP accused the Democrats of trying to use impeachment take election out of the voters' hands and the Democrats will now switch that narrative and tell the voters it is their duty to do what the GOP Senate refused to do...that is "impeach the President at the polls."
