LEXINGTON, Ky. Its not clear if Betty Carnes was killed by asphyxiation or by the eight blows to her head that Delmar Partin delivered with a metal pipe. The coroner couldnt tell which killed the mother of three first, but it was very clear that her head was then chopped off and placed on her lap in a 55-gallon barrel that was destined for a toxic waste site.
On Monday, departing Kentucky Gov. Matt Bevin pardoned and commuted the sentence of Partin, who was convicted of killing her at the factory where they both worked in Barbourville in 1994.
In his order, Bevin said he pardoned Partin because potential DNA evidence had not been tested.
Given the inability or unwillingness of the state to use existing DNA evidence to either affirm or disprove this conviction, I hearby pardon Mr. Partin for this crime and encourage the state to make every effort to bring final justice to the victim and her family, Bevin wrote.
The prosecutor on the case, Tom Handy, said he hasnt been this angry in a long time. He called the governors pardon mystifying.
I think its arrogance of one who has a God-like image of himself, Handy said of Bevin. And a lack of concern for anybody else.

Did conservatives in KY suspect he had such crimes against the people in him?
Heads should roll.
Nothing like confirming the reason you were unelected.
This man should be locked up for the safety of society. Thank God he didnt win another term. He is apparently psychotic.
Now every Freeper who insisted that there was massive election fraud in Kentucky will understand how this pr!ck lost even while the rest of the GOP won by wide margins in November.
What in the hell?
Must have had the governor over a barrel.
This thread will be a barrel of fun.
well at least he didn’t pardon a wrongly convicted Christian preacher or anything horrendous like that
“Now every Freeper who insisted that there was massive election fraud in Kentucky will understand how this pr!ck lost even while the rest of the GOP won by wide margins in November.”
I’d hope to hear from KY Freepers on this matter.
Obviously many passed on this guy and voted an otherwise Republican slate.
But, could they see such monstrous irresponsibility in advance? Smell it?
Hes pardoned or commuted 430 people so far including some really bad folks....murder rape child molestation you name it
Incredible
Is he kin to Ray Blanton?
Yep. I heard this guy was truly a prick to work with.
I believe they can emergency impeach him to stop him continuing
One day, maybe not in our lifetimes, a defeated governor of a state will pardon all violent criminals in the state prisons.
I believe they can emergency impeach him to stop him continuing
He is out of office.
Where is the KY legislature?
They could remove him in a day and NOBODY would complain.
In 1977, Blanton fired Marie Ragghianti, chairwoman of the state's Board of Pardons and Paroles, when she refused to release prisoners who, as was later determined, had bribed state officials in exchange for obtaining pardons (Ragghianti later sued and won a $38,000 judgment against the state).[1] On December 15, 1978, the FBI raided the state capitol, and seized documents from the office of Blanton's legal advisor, T. Edward Sisk. Sisk and two others were arrested, and Blanton appeared before a federal grand jury on December 23, where he denied any wrongdoing.[1]
On January 15, 1979, near the end of his term, Blanton issued pardons to 52 state prisoners,[11] including 20 convicted murderers.[4] Among those pardoned was Roger Humphreys, the son of a Blanton supporter, who had been convicted of killing his ex-wife and a male companion in 1973.[1] As Blanton signed Humphreys' pardon, he stated, "this takes guts." The Secretary of State, Gentry Crowell, who was disgusted with the pardons, replied, "some people have more guts than brains."[5]
I saw he pardoned a child rapist and a female who threw her newborn in the trash.
This is a sick bastard - I mean the ex-governor.
At first glance, (from the “HEAD” line), one would agree all the comments, but we really don’t have all the info here.
Apparently, from this unusual (to say the least) pardon, there HAS TO BE more to the story.
Bevin must have believed that this was the wrong guy (DNA) or he just had a YUGE payday.
At first, I got this mixed up with another case where the prosecutors were over zealous and refused new DNA tests arbitrarily, and, knowing prosecutors can be real pieces of work, I dug a little:

What’s to stop one of them from making him or his family their next victim? Very scary.
