Attorney General William P. Barr has told associates he disagrees with the Justice Department’s inspector general on one of the key findings in an upcoming report — that the FBI had enough information in July 2016 to justify launching an investigation into members of the Trump campaign, according to people familiar with the matter.
The Justice Department’s inspector general, Michael Horowitz, is due to release his long-awaited findings in a week, but behind the scenes at the Justice Department, disagreement has surfaced about one of Horowitz’s central conclusions on the origins of the Russia investigation. The discord could be the prelude to a major fissure within federal law enforcement on the controversial question of investigating a presidential campaign.
Barr has not been swayed by Horowitz’s rationale for concluding the FBI had sufficient basis to open an investigation on July 31, 2016, these people said.

Anyone expecting anything but cover for DOJ/FBI misdeeds was going to be disappointed by Horowitz, that’s what he does.

Horowitz was appointed by Obama, and the Left never, ever, never, never, ever makes a miscalculation in who they appoint. The appointees remain true blue to their Leftist proclivities. If the world collapsed or disintegrated, the Leftist would be sniffing around trying to find something to fasten their slimy efforts onto. If Horowitz were honest, he would have released his report years ago.
On the other hand, the Republicans seldom get it right. Kemp is a case in point.
AG Barr can convene a Grand Jury and indict anyone he wants, all the more if Horowitz is trying to cover for someone.A G Barr does not have to follow anything recommended in the report or agree with facts that he may have proven or disproven through his own investigations.

Quite the opposite. More like Barr is warning people that the IG report is incorrect, and that there WASN'T evidence to justify the witch hunt. This was likely leaked by Barr to blunt the IG report.

Now we know who Horowitz really is - a water boy for the DOJ/FBI. Where was the probable cause to launch a FISA investigation? If they had PC, why all the international set up charade? Remember, the FISA court regretted the FBI’s first attempt to get a FISA warrant, which then gave rise to the fraudulent dossier to bolster the fraudulent FBI affidavit, which subsequently produced all fruit off the poison tree.
