No one at Politico has been a bigger cheerleader for impeachment than legal affairs columnist Renato Mariotti and the recent decline in public interest in this seems to be sending poor Renato over the edge.
This can be seen in his Monday column, "Theres a Simple Term for What Trump Did and Democrats Should Stick With It." See, quid pro quo proved to not resonate well with the public according to focus group analysis which is why Nancy Pelosi began hyping "bribery" instead. Unfortunately the "bribery" shtick also did not work well either so what to do? Mariotti's suggestion is that since plan A "quid pro quo" did not work nor did Plan B "bribery" then why not go to Plan C "abuse of power?"

You see, when it is bammy saying he’s got a pen and a phone, that’s not a boast about abuse of power... But when President Trump dares to make any decision without consulting the self-proclaimed powers in DC, why that just cannot be tolerated.
The problem is that their accusations lack context. “Abuse of power” has none at all.
“Abuse” = Anything we don’t like......
That smile is weird. Is it just me, or does he look like the thing up his butt went in a little crooked?
That’s just wrong.
The President thought he might have a role to play in foreign policy. HA! that’s abuse of power right there! The walls are closing in this time!
Can’t they just impeach him for being a mean, nasty poopy head who makes smelly farts? It’d be more honest and more mature.

Abuse of Power should be much more useful than bribery or any other specific charge because Abuse of Power has no definition. It can be just “ We think he should have declined to accept the Election win” or “He should only have appointed radical left judges.”
Lack of context makes A of P eminently useful.Assertion is all that is necessary, proof and evidence become the charges themselves.

Trump, through his Office of Management and Budget, does have the authority to withhold foreign aid allocated by Congress for specific purposes. Many other Presidents including Obama have done so.
If Trump wanted to wait until he was reassured that Ukraine was cleaning up its history of corruption that he was aware of he has that authority.
Withholding the aid by itself would not benefit him personally and the aid was released so we are arguing about a hypothetical thought crime and not the facts.
Even if the OMB didn’t send a note to Congress explaining the delay before the release, the release made the note irrelevant so there is no violation of anything. They might be upset that the note was not received in 45 days but malfeasance of the OMB is not an impeachable offense.
