It means Trump has 10 days to write to SCOTUS, and argue why the appeals case was decided wrong and why SCOTUS should take it up and reverse it. SCOTUS says if he doesn't file that within 10 days, then the existing court decisions will stand.

That argument is basically a petition to SCOTUS to take the case away from the appeals court. A "writ of certiorari" is an order from SCOTUS to the lower court, ordering the lower court to give the case up to SCOTUS.

It will be the same argument made to the lower courts with some additional constitutional, statutory, and case law citations.

One of the arguments is that the statute allowing Congress to get the tax returns of the President or any other politician is unconstitutional on its face.
