There is an review SOP for passport applications supported by birth certificates where the applicant was born in NY or DC to foreign born parents. The parents names should be run against the “blue list” maintained by the Department if State’s Protocol office.

There's a whole procedure for renouncing your citizenship, which involves filling out forms, being interviewed by a consular official, and paying something like $2600. Just announcing that you're renouncing your citizenship doesn't make it valid in the eyes of US law.
