Senate has rule (and history of no rule changes) that subpoenas from the Senate can only be done with consent of the MINORITY leader of the Senate. Yes, a Democrat can control the defense witnesses allowed in the Senate (I almost spelled Sanet, but it’s only a little more sane than the House).
