That fire was caused when a dry branch from a eucalyptus tree was flung 30 feet (9 meters) by high winds into a city Department of Water and Power line, which short-circuited and sparked, the utility and Fire Department announced Tuesday.
The power line had been operating safely and the DWP had cut away brush and trees from around the line, officials said.
Mayor Eric Garcetti called it an act of God.

I kind of respect PG and E. They said “Well, if you’re going to blame us for every fire then we have a solution for that.”
It works on new subdivisions here but we still get hit with outages when a main line gets hit. Here in Upstate NY...it's mostly wind & ice that shuts us down.

There at least two kinds of power lines. Those with very high voltage from the generating source switch yard to the substation with large distribution transformers, and those lines with stepped down voltage from the distribution transformers to the users.
The former are transmission lines. The latter are distribution lines.
I don't think there are any transmission lines underground. The underground lines are distributuin lines.
Further, because they can cause severe electrical shock, transmission lines are carried between elevated towers that high enough to not be affected by a blowing tree limb.
The Power company problem are the distribution lines that are routinely supported by the common 35 foot pole. These distribution lines are subject to being knocked down and to parting in high winds.

Winds were far less that what was predicted. Depending on what report you listen to, the fire is 15% to 30% contained. Air quality is good in Santa Rosa proper. They should have a handle on this fire by evening. Mountain terrain in the area is extremely steep and rugged with few roads. CalFire has about two dozen big Cat bulldozer crews on the job cutting fire breaks and making roads. Many fire retardant drops by the DC 10’s are preemptive, away from the fire front, protecting property and key com towers such as those on top of Mt. St. Helena. Pig & E will begin restoring power today in areas of their grid that are not touching the active or burned zones. Their helicopters are inspecting the big high tension towers and truck crews are inspecting the street poles. Isolatable grid zones are a hairball reflecting the evolution of the system rather than disaster planning.

No, transmission lines produce heat and need to in the air to disapte the heat. Distribution lines that operate at much lower kilovolts can be buried, but in non urban areas it is not cost beneficial to the property owner who would bear the cost.
A caller to Rush Monday stated that his community has buried utilities, but power was cut off to that, and nearby communities, anyway. It may be decades before there’s relief.
Houses under water ($$$), careers with local outfits, adult kids that also live in the area, long and existing medical history with local doctors & hospitals, age, and many other connected reasons keeps my family that is still in California, staying.
Fortunately for me I left in the early 70s, before most of the political decline in California. My family members living there still know I am not moving there just because they are still there. Though out of NJ I am moving.
