Is this for the very high voltage lines that are uninsulated? Because in all my life I have never seen functioning powerlines spark.

I”ve worked in the power business for years. Normally functioning lines do NOT spark...unless they’re messed with. The communists say the sparked and started wildfires. Best thing to do is cut all the power so the communists will have to find another capital source to blame. Works for me!!!
The enviro-nutz won’t let the utility trim the trees below the powerlines. When there is a windstorm, the trees touch the lines, generating sparks. The sparks grow into wildfires.

High temperatures cause people to run their AC a lot which causes high electricity consumption which causes transmission lines to heat up which causes transmission lines to sag which causes the conductors to touch nearby trees which causes sparks which causes fire.
Yes it is, and it’s all BS. All they have to do is put a small triangle of sheet metal on the lines between the supports and the small but equal wind drag keeps them from swinging around and slapping together. This is what they do elsewhere and it cures the problem completely.
I have seen two transformers just randomly spark and blow up.. one while sitting at a restaurant on vacation in the northeast, and another while driving near my home. So sparks and explosions are possible with electric lines.
Maybe the electric lines are less stable now for some reason, as these two instances above were fairly recent- 2009 and 2017ish.

When wires get old they thin out. Resistance at a thinned point heats the wire and results in parting. The parting wire striking the ground sparks.
I have actually seen this in my neighborhood.
The solution or fix is easy. The parted wire is put together with a sleeve clamped to the wire to make it whole and functional
