Senators voted Wednesday to rebuke President Trump and cancel his border emergency, saying he overstepped his powers in grabbing $3.6 billion Congress approved for military construction projects and instead spending it on his campaign promise to build a border wall.
The 54-41 vote is unlikely to stop the president, though. While the measure is likely to pass the House, a veto is expected and Wednesdays tally showed there are more than enough Republicans ready to sustain Mr. Trump...
The vote was a do-over. Congress held a similar vote in March, after Mr. Trump, furious that Congress approved only $1.375 billion in its 2019 spending bills for wall construction, declared a border emergency and said he would siphon nearly $7 billion from other accounts to use for the wall.
Both the House and Senate voted to overturn the emergency, but Mr. Trump issued a veto and it was sustained

Marco Rubio of Florida, who previously voted to disapprove of the emergency declaration did not vote.
Sens. Elizabeth Warren (D-Mass.), Cory Booker (D-N.J.), Bernie Sanders (I-Vt.) and Kamala Harris (D-Calif.) all 2020 candidates also did not vote.
The National Emergencies Act, that President Trump is using to divert $3.6 billion to building border wall, allows for Congress to re-vote on the emergency every six months. So this is just a routine action - not significant. The President will just veto it, like the last time.
67 Senators are required to overturn a veto, so this is a better result than the last time around - No Problem.
Democrats like the votes, Republicans like the low wages.

Under the law used to divert the money, it comes up for a vote every six months. So this vote is routine housekeeping.
This is the second vote, and folks are either making the same vote as the last time (to appear consistent/principled), or ducking the vote (all those ducking are ones who voted against the President last time).
The rationale for Republicans to vote against the declaration, was to prevent establishing a precedent that would weaken the Legislature’s Constitutional “Power of the Purse” control over spending.
This is a routine vote held every six months to thwart Trump. Congress cant tie his hands because they dont have the votes to override him and the wall is being built anyway.
More Kabuki theater.
If you look at this the way cynical politicians do it was a free vote because everyone knows this will be vetoed.
Look at this illustrious group Rand has joined on this.
All he would have to do is look at the others, to know he was really off base here.
