“Why would these people do this?”
Under the law used to divert the money, it comes up for a vote every six months. So this vote is routine housekeeping.
This is the second vote, and folks are either making the same vote as the last time (to appear consistent/principled), or ducking the vote (all those ducking are ones who voted against the President last time).
The rationale for Republicans to vote against the declaration, was to prevent establishing a precedent that would weaken the Legislature’s Constitutional “Power of the Purse” control over spending.
So their goal is to keep the constitutional powers, all the time knowing that their vote is really just keeping that situation sound, while giving the president what he wants?
