U.S.A. -(Ammoland.com)- US News and World Report rates the states for public safety. The rating takes both property crime and violent crime into account. The ratings use the Federal Bureau of Investigation (FBI) data from 2017 for the article this year, as the latest data available.
The top three states for public safety this year are Maine, Vermont, and New Hampshire. All three are Constitutional Carry states, which means no permit is required to carry a loaded handgun in most public places, openly, or concealed. That was the state of the law in the nation when the Constitution was ratified on 4 March, 1789. Constitutional carry existed in all states for the first four decades of the Republic. Then states and the courts started chipping away at the Second Amendment.
Vermont has always been a Constitutional Carry state. No permit has been required to carry handguns there since the Constitution was ratified.
Maine became a Constitutional Carry state in 2015. At the time, those opposed claimed that Constitutional Carry would increase street violence. From pressherald.com:
Tom Franklin, president of Maine Citizens Against Handgun Violence, predicted that passage will lead to more street violence and deaths. The group works to prevent gun violence through gun safety and education.
I believe this bill reflects the current state of dysfunction in Augusta, Franklin said Monday night during a telephone interview. It does not reflect the wishes of Maine people.
He said his group is deeply concerned about allowing people to carry handguns without a permit.

It's a good thing that the Constitution of the United States is not subject to the whims of an activist organization and their self-assigned representation of "the people".
The three most dangerous states are also either Constitutional carry or open carry with no permit needed.
There is something else those three states have in common.
Demographics be raciss.
I have a CC permit in KY. However, they changed the law this year. You no longer need a permit. This matters for this reason: Now, if you CC in a private business that has a “no guns” sign, and they find out you have a gun, all they can do is kick you out. In the past, I believe you could lose your CC permit if you did that.
I used to play in bands in bars, and could not bring a gun in my case (they are all gun free). If I still did that, it would definitely be worth it to conceal carry a gun somehow.

All three are blue states run by liberals too. The main thing they have in common with more conservative states is a lack of minorities.
There are 30 open carry states where permits are not required. All of the Constitutional Carry states fall into that category.
Oklahoma will be Constitutional Carry on 1 November.
That is when the law goes into effect.
That will make 31 states with permitless open carry.
They also have low-density populations.
That’s great. Michigan would have been if not for our last RINO puke Governor, he refused to sign it.
The other advantage to having a permit for concealed carry in a constitutional carry state is that if there is conflicting Federal Law, such as no weapons within a thousand feet of a school etc. those laws often carry exceptions for licensed carry.
Additionally the reciprocity issues are helpful as well.
Open catty is just that: One can openly carry a handgun.
Constitutional carry is open or concealed.
Some states have specific restrictions in their state constitutions AGAINST concealed carry.

There is something else these states have in common, but it would be considered ‘racist’ to mention it.
it isn’t really the guns that make those states safe, it is the culture.
Though, I am sure the guns help...
I lived in NH growing up and recently I have reunited with my cousins in Maine. Maine has low crime and in many parts of the state there is no need to lock your car or even your house. I asked my cousin about this and he laughed and said the extreme winters tend to discourage “a certain kind of person”.
It’s not blue state policies that are keeping people safe in these states; it’s the winters...
They are also very rural.

Constitutional Carry is what the state of the law was when the Constitution was ratified in 1789. No permits were required for either open or concealed carry at the time.
It wasn't until 40 years later that the first laws restricting concealed carry were passed. The Supreme Court first held the Bill of Rights did not apply to the states in 1833.
