African migrants in Tapachula currently have legal protection from deportation, however that protection expires in a few weeks. Hence their desperation.

Migrants still not happy at not being allowed to go north to the U.S. border. They refuse residency/work permits that would give them legal status in Mexico.
Once they accept the permits they are automatically ineligible for asylum in the U.S.
