It will be always underfunded. The first thing cut when financial times are tough. State employee unions will dominate it. It my experience its a great myth that state & local government is less efficient & less politically corrupt then federal. Look what state employee unions did in Wisconsin with state LEOs in intimidating Walker supporters as bad or worse then federal against Trump.
All government is corrupt particularly if unions are involved, its a matter of how & what’s the least dangerous you can tolerate.

Curious though, how many phone calls from crazy people do you suppose the FBI fields in a single day? How do they allocate resources to investigate? Is this an impossible task?
Of course, it would be less impossible had the FBI not been turned into a political tool of the Democratic Party.
