How can a guy shoot 30 people in Texas? I thought they had open carry. Not one person thought to shoot this guy?
Nebraska has open carry, in my 42 years ive only seen someone open carry one time.

Pistol v. rifle, usually guy with the pistol loses badly - consider also that legally a shooter is responsible for any bullet they fire. Their backstop in this case is a retail district.
You want to be responsible for killing some kid in a store across the street because you couldn’t hit the moving vehicle or you had a bad ricochet?
He was driving and shooting and it’s kind of hard to be ready for something like that.
