If they move here and establish residency, then yes - but then they are New Yorkers or whatever, and not really Puerto Ricans .

Well if you’re referring to voter fraud, then yes, of course, until we crack down anyone can vote that way. I was just talking about what they legally cannot do without establishing state residency, which has nothing to do with “belief”. The law is the law.
