But the U.S. Army Corps of Engineers has completed just about 60 miles of replacement barrier during the first 2½ years of Trumps presidency, all of it in areas that previously had border infrastructure.

One can. surmise from that sentence the writers at WaPo are as ignorant about paint as they are likely ignorant about anything else in construction. Matte and flat are not a type of coating, they're a description of the paint's sheen (shininess for you WaPo writers). A matte or flat finish is achieved by the addition of fine particles, such as talc, to the paint which rise to the surface on drying creating minute irregularities in the surface and breaking up the reflectivity of the finish. A matte or flat finish is therefor less slippery than a gloss or smooth finish.
I remember that even in Commie Kalifornia, after a nasty L.A. earthquake, they suspended half of the ridiculous and regular building rules in order to fix the freeways much faster. There were even cash incentives for finishing sooner. Many of us stated our opposition to reinstating those ‘unnecessary’ rules later.

I really DOUBT he ‘conceded’ jack. Each piece serves its purpose. Doing some other aspect has its own purpose. It’s not that you do this OR you do that, you do it all, if it that is what’s needed.
The wall is to prevent ILLEGAL ENTRY. And the people it blocks are people who could not legally enter this country. This include people who have been deported, felons, druggies, MS13’s, cars with bad paint jobs, etc. It’s a REALLY GOOD idea to try to keep them out. Only a Wall can do that.
But yes, we have God know many others in the country Illegally already, including of course people who sneaked in, but mostly others where were screened, such as visa overstays (a huge group) - but they did enter legally, so they were looked at and approved - so, theoretically, not as bad a bunch of people, but still here illegally, now. It certainly would be nice to send them home too.
And then there is the Central American ‘refugee’ caravans. The loophole allowing them in to the country simply needs to be closed, so that is a key ‘mechanism’ to keeping the country safe too. They are screened when they come, but still get in, and that needs to end.
And you have the people who hire Illegals - they need to be held accountable, but still are not. That is something I’d like to see Trump do more on, and he should be able.
So, it’s not A or B or C or D. It is ALL OF THEM, addressing different areas of illegal immigration, that need to be worked.
