FULL TITLE: Bipartisan Senate Report: Obama Failed to Secure U.S. Election Systems, Trump Admin Making Progress

A bipartisan report by the Senate Intelligence Committee documents how the Obama administration did not take effective action as Russia worked to target the U.S. election process. The same report shows that, under the Trump administration, U.S. agencies have made significant progress in working to secure election systems while vulnerabilities still remain.

Not only were states confused by briefings on election threats by Obama-era agencies, the Department of Homeland Security under President Obama didn’t even tell states that a nation-state actor may have been associated with suspicious IP addresses listed in an FBI FLASH notification on August 18, 2016 about actors purportedly scanning election-related websites, the report relates.

States the report in one damning section: “Given the lack of context, state staff who received the notification did not ascribe any additional urgency to the warning; to them, it was a few more suspect IP addresses among the thousands that were constantly pinging state systems. Very few state IT directors informed stats election officials about the alert.”

The report, which contains some heavily-redacted sections, contains the results of a bipartisan investigation led by Senate Intelligence Committee Chairman Richard Burr (R-N.C.) and Vice Chairman Mark Warner (D-Va.). It was released on Thursday, one day after former special counsel Robert Mueller testified on Capitol Hill about the results of his own report, which found no evidence of any collusion between the Trump administration and Russia while documenting Russian interference attempts.

The bipartisan Senate report did not explicitly indict the Obama administration by name, but it thoroughly documented the many failures of government agencies to secure U.S. election systems prior to the 2016 presidential election.

If any intention , he had none. It works well when you encourage voter fraud because this is the only way they can win an election. This is why today the rats need the immigrant population to vote because we don’t want them

I'm not worried about the Russians and the election - it's the fraud from the Dem Party everyone better be worried about.

I think that there are several facets to the "election problem". One is poll access. One is IT infrastructure. One is centered around career politicians.

Poll access: it's too easy for fraud. I was a polling judge once (never again!) and witnessed a number of questionable people approaching my table and getting through to vote. Yes, they were in my book. The few I challenged had ID that matched them and the address information. But I also had people fill out provisional ballots because they were not in the book, and had suspicious proof of residence. I was told to process them no question asked.

IT infrastructure: I was absolutely amazed the answers I got when I asked about the structure of the registrar's office and servers. I won't go into detail here. Suffice to say that a good system architect, a CISSP-certified security professional, and an independent security auditor could lock out all hackers, including nation-state actors like Russia, China, Vietnam, and the rest. Such hardening would require the workers to obey some simple rules.

Career politicians: our system was designed for the places of power to be occupied by citizen legislators, not by professional politicians. School boards meet that requirement.

Paper ballots? Doesn't stop fraud, just means the ne'er-do-wells have to use different tactics. And California's ballot-collector system shows just how weak a paper ballot can be. Voting machines? Not until the computer code AND hardware can be audited by independent inspectors. Vote tallying? Who does it?

It's a systemic problem. The Federal government could help the states and counties -- specifically NIST and the NSA -- by publishing guidelines for building an electronic mote around election systems, and political party systems. The fact that Russia was able to get into Democrat-party e-mail and computers is proof they didn't do enough to firewall themselves from the Bad Guys™ It will happen again in 2020, it will happen again in 2022, and so on. Not much that can be done at this late date for 2020, but everyone can build high walls for 2022 and beyond.

It's not that hard.
