According to the report, there were no arrests because the police did not see anyone actually damaging the patrol cars.
I’m no expert on police procedure. But I find that odd. Not one cop looked back to see what the commotion was by their cars?

Now that we are past that, there is really a major problem in this nation when young people be they black young people being able to wantonly destroy private property, or white ones putting on black goods to viciously assault people.
Where are the ADULTS?! These people are not leaving their own homes to do this. Maybe it is time to make the parents feel the law and maybe they can start to parent!

They didn’t arrest anyone because processing those people would have taken men out of the field, out of the effort to DETER:
The cops were totally and completely overwhelmed by dedicated, out-of-control CHAOS makers.
The kids were —ARE— convinced that THEY are in charge.

I used to live in Center City Philadelphia and every once in a while I would see these flash mobs that would come out of nowhere. One was around the Gallery (a shopping mall) on Market Street. It was scary. They were a pack of animals. I knew a true African immigrant (a Nigerian who loved America) and he did not understand these Africa-Americans.
This crap never happened when cops were cracking head with batons. Today, we give these animals a drug fix and send them on their way... Pathetic.
