The United States and Mexico met this week to address the shared challenges of irregular migration, to include the entry of migrants into the United States in violation of U.S. law. Given the dramatic increase in migrants moving from Central America through Mexico to the United States, both countries recognize the vital importance of rapidly resolving the humanitarian emergency and security situation. The Governments of the United States and Mexico will work together to immediately implement a durable solution.
As a result of these discussions, the United States and Mexico commit to:
Mexican Enforcement Surge
Mexico will take unprecedented steps to increase enforcement to curb irregular migration, to include the deployment of its National Guard throughout Mexico, giving priority to its southern border. Mexico is also taking decisive action to dismantle human smuggling and trafficking organizations as well as their illicit financial and transportation networks. Additionally, the United States and Mexico commit to strengthen bilateral cooperation, including information sharing and coordinated actions to better protect and secure our common border.
Migrant Protection Protocols
The United States will immediately expand the implementation of the existing Migrant Protection Protocols across its entire Southern Border. This means that those crossing the U.S. Southern Border to seek asylum will be rapidly returned to Mexico where they may await the adjudication of their asylum claims.
In response, Mexico will authorize the entrance of all of those individuals for humanitarian reasons, in compliance with its international obligations, while they await the adjudication of their asylum claims. Mexico will also offer jobs, healthcare and education according to its principles.
The United States commits to work to accelerate the adjudication of asylum claims and to conclude removal proceedings as expeditiously as possible.
Further Actions
Both parties also agree that, in the event the measures adopted do not have the expected results, they will take further actions. Therefore, the United States and Mexico will continue their discussions on the terms of additional understandings to address irregular migrant flows and asylum issues, to be completed and announced within 90 days, if necessary.
Ongoing Regional Strategy
The United States and Mexico reiterate their previous statement of December 18, 2018, that both countries recognize the strong links between promoting development and economic growth in southern Mexico and the success of promoting prosperity, good governance and security in Central America. The United States and Mexico welcome the Comprehensive Development Plan launched by the Government of Mexico in concert with the Governments of El Salvador, Guatemala and Honduras to promote these goals. The United States and Mexico will lead in working with regional and international partners to build a more prosperous and secure Central America to address the underlying causes of migration, so that citizens of the region can build better lives for themselves and their families at home.
I believe that to be correct.. When dealing with Mexico it's, money talks and everything else walks.. You want something from a Mexican politician you must pay the bite.. And if someone pays more, too bad for you..!

There was no tariff hoax. In the case of Mexico, there was a genuine threat to overturn the applecart. The threat was so real that it forced the politicos to complain.
To Mexico, the fact that Americans were complianing made real the threat.

Possibly good news, but the use of a new (at least to me...) term, “irregular migration”, by the State Department is more than a little un-nerving.

The threat was real, but the effect of tariffs on another country is a hoax. Generally, tariffs hurt the country imposing tariffs more than the importing country.
I would argue that may be true for 5% tariffs. However 25% tariffs are a different kettle of fish
While the tariffs are in our case always payed by Americans, the payment is voluntary. To avoid the tariff, submit your purchase order to a nontariffed vendor nation. Buy somewhere else and the tariff is irrelevant to the purchaser
An uncollected tariff on China goods means a Chinese vendor lost as sale.
And your statement totally misunderstands trade. It is absolutely wrong. Tariffs are always payed by the importer. Tatiffs are a tax levied by the government of the importing country on goods being imported. A Tariff is an import Duty. An import Duty is a tax on imports.
Man Mehico would be CRAZY to pull a stunt that kills US servicemen or even ALLOW others there to pull a stunt using real hardware.

Yes. The Mexican “government”, such as it is, has been very successful at exporting its poverty to the USA thanks to many “Manchurian Candidates” in our government. Going back to well before Vicente Fox and his “candidate”, GWB, until now with the obscene illegal flow rate. A disgusting situation to be kind....with corrupt politicians on both sides of the border promoting the situation.
You fail to distinguish that the demand for the same type of good from country A may be much stronger than from country B, because of things like better prices, better quality, etc. Consumers from the country imposing the tariffs suffer either by settling for inferior quality or artificially higher prices. In doing so, tariffs tend to lower the standard of living of the tariff-imposing country.
The importing country, however, can go elsewhere to sell their goods. And also, generally, the country imposing the tariffs will eventually eliminate them because the tariffs harm their own economy.
Notice, even here, nobody likes tariffs. They were use here to intimidate Mexico into culling this immigration fiasco because Congress won’t do their freaking job and the American People haven’t woken up yet to their need and power of throwing the bums out.
Tariffs are illusory - a palliative measure to make people feel good about somebody doing something. But tariffs fail to solve the root causes of our economic woes which lie squarely at the feet of the federal government - the feds, not Mexico or China, are the root cause of our economic malaise.
Again, the threat of tariffs was/is real, but the effect hurts the tariff-imposing country more than the importing country who, as I said, can sell what they can with the imposing country (some demand may still be strong enough) and also go elsewhere to ply their trade.
Here is the bottom line from the declaration:

I say again - “all of those individuals”.
The shoe would be on the other foot. The costs and the pressures will be on the Mexican Government. It could be big - let’s see in the coming weeks, if a reverse flow materializes.
The financial crackdown on the organizers/traffickers, and arrests of 26 ringleaders, might also be evidence of a decisive operation behind the scenes. Maybe they are agreeing to let us work “with” (that is, through) some of their Law Enforcement/Military/Intelligence organizations, like we worked with Colombia to take down Pablo Escobar. There has been enough time to surveil and map their organizations, and track their funding flows.
Certainly Guatemalans and Hondurans are a better cultural and social fit for Mexico than they are for the United States. Then again, the difference in wealth, education, and crime rate between Mexico and many Central American countries is almost as great as the disparity between the US and Mexico.
When this policy results in sustained and regularly, consistently reported action that is sustained for months until the flood of invaders slows to a trickle and then none I will believe and applaud. Until then it is merely passification and window dressing for the pawns.
