Noonan, a former speech writer for President Reagan, said impeachment would only divide the country even more and ultimately result in it faltering in the Republican-controlled Senate.
“Congressional censure would be a formal registering not of Congress’s political disapproval but its moral disapproval,” she wrote in the column that appeared in the Wall Street Journal and The Post, recalling how Sen. Joe McCarthy was censured in 1954.
“Republicans, who control the Senate, wouldn’t vote to remove the president, but to morally disapprove of him? They would,” she continued. “There’s plenty of suppressed resentment there at how he’s mortified them and lowered things.”
