Brexit: Parliament again fails to agree on how to leave the E.U., as deadline looms

LONDON — Britain's Parliament still can't agree on how to move forward on Brexit.

Four nonbinding measures that would have outlined a potential way forward on exiting the European Union all failed to gain a majority Monday.

The vote came after lawmakers last week rejected a withdrawal agreement proposed by Prime Minister Theresa May for a third time. Two of these votes were the largest and fourth largest losses in parliamentary history. Despite these defeats, May is reportedly considering putting her deal up for yet another vote in Parliament this week.

The options Parliament considered Monday included two proposals that aimed to retain close economic ties between Britain and the European Union. One would have kept the U.K. in a customs union for goods with the E.U. after Brexit, while another called for Britain to stay in the bloc's single market for both goods and services.

Another option wanted any Brexit deal to be submitted to a public referendum, and the fourth said Britain should cancel its departure from the E.U. if it comes within two days of crashing out of the bloc without an agreement.

Prime Minister Theresa May has said that she would step down if Parliament passes the deal she negotiated with the E.U.

Thank you for that. I think also by reducing to a binary position you end up with demonising the other - as we see in the labelling of Remainers as stupid and Leavers as shameless elites.

Their arrogance meant they would never accept that we could leave the tyranny of the EU.

They underestimated the will power of the silent majority who do want to leave.

They can all go to hell.

Because you’re either following the rules or you’re ignoring them. Our system isn’t based on simple majority for presidential elections, their referendum was.

To ignore the result, given the rules, is a violation of the outcome. The establishment is not going to Brexit because they don’t want to. This destroys any integrity they have. Why should their authority be recognized? That they maintain it becomes dictatorial, they’re dictating the result.

Whatever is wrong with the current performance of Parliament, it can’t possibly be described as ‘ignoring the result’ of the referendum. It’s trying - and thus far hopelessly failing - to resolve the ambiguities which are the consequences of the result.

Their referendum was a non binding referendum. The UK doesn’t do referendums, this was only the third in its history as they believed it to be a fascist tool.

any referenda in the UK are non-binding, they are only advisory, as an Act then has to be passed by Parliament, which is binding

That’s nice. If the vote had gone the other way we know what would happen. It really doesn’t matter, if the people were led to believe they’d leave the EU if they voted for it, then it doesn’t happen, they will still look at it as though they’ve been dictated to...because they were lied to.

So you think they should remain. Got it.

That’s another Euromyth. The treaty of Lisbon is explicitly NOT Eu constitution redux

Firstly, the word ‘constitution’ does not appear even in a single place in the entirety of the treaty. Whilst you may dismiss this as mere wordplay, it is definitely far more symbolic in nature than that as it deliberately avoids employing the word constitution is a strong indication to the fact that the drafters and legislators did not want this to be perceived as the constitution of the EU part two

Secondly the mode of implementation of the Lisbon Treaty by member states serves as strong evidence that the treaty is not the Constitution of Europe. In most of the member states of the EU, the treaty was implemented nationally through normal means of ratification of any international treaty – parliamentary ratification.

Thirdly it is a framework for a confederation. Remember that Article 50 was added as part of the Lisbon Treaty. This is definitely not EU constitution 2.0

I have repeated over and over again and I’ll repeat it once more, I believe that the UK should leave and leave with a no deal.

The referendum was flawed, it was non binding and it was ambiguous. But the time to argue about that is long over.

The UK should get what it deserves, hard Brexit, no deal Brexit. And then it l have no one else to blame for the consequences.

That will still lead to riots. The uk or rather England-Wales should get a no deal hard Brexit and leave.

I have just come from chairing seven hours of Cabinet meetings focused on finding a route out of the current impasse – one that will deliver the Brexit the British people voted for, and allow us to move on and begin bringing our divided country back together.

I know there are some who are so fed up with delay and endless arguments that they would like to leave with No Deal next week. I have always been clear that we could make a success of No Deal in the long-term.

But leaving with a deal is the best solution.

So we will need a further extension of Article 50 – one that is as short as possible and which ends when we pass a deal. And we need to be clear what such an extension is for – to ensure we leave in a timely and orderly way.

This debate, this division, cannot drag on much longer. It is putting Members of Parliament and everyone else under immense pressure – and it is doing damage to our politics.

Despite the best efforts of MPs, the process that the House of Commons has tried to lead has not come up with an answer.

So today I am taking action to break the logjam: I am offering to sit down with the Leader of the Opposition and to try to agree a plan – that we would both stick to – to ensure that we leave the European Union and that we do so with a deal.

Any plan would have to agree the current Withdrawal Agreement – it has already been negotiated with the 27 other members, and the EU has repeatedly said that it cannot and will not be reopened.

What we need to focus on is our Future Relationship with the EU. The ideal outcome of this process would be to agree an approach on a Future Relationship that delivers on the result of the Referendum, that both the Leader of the Opposition and I could put to the House for approval, and which I could then take to next week’s European Council.

However, if we cannot agree on a single unified approach, then we would instead agree a number of options for the Future Relationship that we could put to the House in a series of votes to determine which course to pursue. Crucially, the Government stands ready to abide by the decision of the House.

But to make this process work, the Opposition would need to agree to this too. The Government would then bring forward the Withdrawal Agreement Bill. We would want to agree a timetable for this Bill to ensure it is passed before 22nd May so that the United Kingdom need not take part in European Parliamentary Elections.

This is a difficult time for everyone. Passions are running high on all sides of the argument. But we can and must find the compromises that will deliver what the British people voted for.

This is a decisive moment in the story of these islands. And it requires national unity to deliver the national interest.
