Adjudication is the final step in the process of obtaining/maintaining a clearance.

The applicant fills out the history and reference forms, background investigations and local records checks take place, the applicant and his/her references are interviewed, then the adjudicator looks at anything that might be inconsistent or obviously a cause for concern.

This could be as little as failing to report traffic violations or an arrest for being drunk and disorderly, to failing to report meeting foreigners on overseas travel.

Doing embarrassing things may not keep you from getting a clearance unless you show complete lack of judgement, but hiding those embarrassments is a concern that one could be blackmailed.

I was going to say it went back further (farther - choose one) than obozo but you did it for me. When Clinton left office, there were people in the WH who had never gotten security clearances after 8 years!

One distinct possibility is that they were denying security clearances with insufficient reason, just to spite Trump. I have a hard time believing that there were legitimate reasons for denying security clearances to 25 people that Trump wanted to hire. One or two maybe, but 25?
