Monica Lewinsky, the White House intern whose relationship with President Bill Clinton erupted into an impeachment scandal, weighed in on the differences between how the Robert Mueller report was handled compared with the Kenneth Starr report.
She responded to a tweet from University of Southern California law professor Orin Kerr, who imagined what would have happened if the Starr 1998 report on Clintons conduct had only been given to then-Attorney General
Janet Reno, who then read it and published a four-page letter based on her private reading stating her conclusion that President Clinton committed no crimes.

It wasn’t her relationship that ‘erupted into an impeachment scandal’. It was Bill’s lying to a federal Grand Jury that got him impeached. The media is always twisting things.

The Starr report was authorized by Congress, and had confirmed wrongdoing.
The Mueller report is internal to the DOJ and prosecutable offenses have been made public while fruitless investigations remain confidential as per US law.
Lewinsky is an idiot.
One report discussed findings (none); the other discussed leavings.
They were both handled according to the published laws and regulations in place at the time.
Kenneth Starr was appointed under the independent counsel statute -- which meant he reported to Congress, not the U.S. Justice Department.
The independent counsel statute -- which was always of dubious constitutional legitimacy anyway -- was allowed to expire in 1999. Some cynics say the whole purpose of the Starr investigation and the impeachment of Bill Clinton was to give Congress the political leverage they needed to do this.
Robert Mueller was appointed under internal DOJ rules. He operated as a DOJ official, and his reporting responsibilities lay entirely within the DOJ.
I was going to write, simply, “No cigar.”
But, I feel some sympathy for Monica. She was young and foolish, and made her availability known to Bill by pulling up her skirt and displaying her thong underwear (or so the story I heard goes). But mostly she was young and foolish and horny, and got caught up in the rivalry between powerful parties. Otherwise, she would have been used and discarded without incident. Say, like a JFK intern.
The notoriety has ruined her life.

Well, Star was an independent counsel operating under a different statute. He had to give his report to Congress. Surely, this law professor realizes that?
