Trump has been building all right - where it makes the most difference to immigration and smuggling, rather than where it meet’s the Left’s quibbling definitions of “new” or “wall”, or what the meaning of “is” is.
The ineffective primary barrier in San Diego has been almost entirely replaced by solid 18 foot bollards that can stop a speeding dump truck. A second run of mighty 30 foot bollards has begun behind that one.
Remember the caravan rushing the border in San Diego last year? They were unable pass any of the new 18 foot bollards, and had to attack areas of the old fence. Traffic in San Diego is already much quieter because of Trump’s new primary barrier, which will be complete in several weeks. When the 30 foot secondary barrier is completed around Christmas, the heavily trafficked San Diego Border will be essentially shut - with almost no “new” barrier (just 1 1/2 miles), and no “wall” at all, according to the Left’s (and Ann Coulter’s) misleading definitions.
But the really big part of the deliberately misleading “lie” that Trump is not building, is ignoring all the work that has been done on this major program.
A comprehensive study on how to achieve full operational control of the border was developed and submitted to Congress a year ago ($25 billion over 5 years, 1,100 miles of barrier construction, thousands of new Border Patrol, ICE and judges, and several technology programs).
The route has been detailed (to comply with International treaties), the design finalized, and contract specifications have been developed. The desired barrier has been divided into segments for contracting, and the segments have been prioritized, in order of which will make the biggest impact on controlling the border.
The US Army Corps of Engineers developed two new standing contracts to quickly bid out the segments, and a pool of capable vendors have been pre-approved to participate. They all know the segments and priorities, to prepare their bids well ahead of time.
The DHS has waived all the time-consuming legal delays (like environmental reviews), and all the expected legal challenges have been overcome, including those required for right of way/condemnation under eminent domain.
The whole process has been successfully exercised, with whole segments already completed and accepted by the Government, like the 20 miles extending West from El Paso (Santa Teresa Port of Entry), and the 30 foot bollards in Calexico, Ca.
About 38 miles are done so far, but 80 more have already been placed on contract, to break ground in the next weeks and months. The money that the President just obtained through appropriations and emergency reprogramming will result in a rainstorm of new contract awards in about 3-6 months, for about 300 more miles - the main battle of controlling the Border, all the hot spots.
All the difficult planning and preparation for such a major program are complete, in what was an exceptionally short time for the Government acquisition process. They are now ready to ramp up quickly with execution - and the President has delivered the big load of money right on schedule to support the program continuing to move at full speed.
The reality is that they are nearing the end of being able to mislead about the seriousness and magnitude of the Trump effort. “New” miles are about to break ground in the Rio Grande Valley, so they won’t be able to use that misleading quibble (without just directly lying, as some will continue to do). Areas that have received new barrier will increasingly show large declines in crossings and local crime rates (already happening).
Also, the sheer scale of the building effort will be ramping up sharply this year, with more and more crews working simultaneously. It will be impossible to deny that large scale construction is happening, so they will have to shift their rhetoric to mislead with new catch phrases.
That first 400 or so total miles will button up the hardest, most expensive, and most important to control parts of the border, where the great bulk of illegal traffic currently passes. If the President gets in the ballpark of the $8 billion he requests for next year, because of the lower costs per mile ($5-10 vs. $20-25 million) for the remaining segments (in the flatter deserts away from the Lower Rio Grande Valley floodplains), he could contract the remaining 700 miles of the comprehensive plan. That is what they have told Congress they will do with it.

It is not uncommon for large construction projects to take a few years for design, planning and legal preparations, before starting construction.
It has been a thoroughly professional, well managed effort, which has been exceptionally quick by Government standards. It took an exceptional level of commitment by the President to make this happen. With the big money bomb that the President has just unleashed, we are off to races building border barrier - top of the line stuff, where it is needed most.
