Yes, this is all a show vote. Trump will veto it, and there are not 2/3rds to override his veto in either the House or the Senate. So the national emergency declaration will continue.

The Senate will then have to muster 66 votes to override.
And the house will have to muster 290 votes to override. (It passed the House 245-182.)
Trump can veto it, and the Senate would have to pick up one or two more votes to have a 2/3 majority. It is not unlikely that one or two Republicans did not vote with the 12 this time, but may be encouraged by the closeness to exercise their power to stop on an override vote.
