Yes. That is the ultimate check on all three branches by We the People, but it is not a check by one branch on any of the others.

Constitutionally, Congress is the only branch with the power to remove people from the other branches via impeachment. Congress also has the power to realign the lower courts, which could result in judges losing their courts.

Internally, each chamber of Congress can expel its own members. The Executive branch can remove a President via the 25th amendment, but this intended for incapacitation or deficiency and not an expulsion over political disagreement or criminal activity. I don't think there is an internal method for the Judiciary to expel a member.

Just so you know, there were never billions appropriated.

... Less than two months after voting overwhelmingly to build 370 miles of new fencing along the border with Mexico, the Senate yesterday voted against providing funds to build it.

“We do a lot of talking. We do a lot of legislating,” said Sen. Jeff Sessions, the Alabama Republican whose amendment to fund the fence was killed on a 71-29 vote. “The things we do often sound very good, but we never quite get there.”

Mr. Sessions offered his amendment to authorize $1.8 billion to pay for the fencing that the Senate voted 83-16 to build along high-traffic areas of the border with Mexico. In the same vote on May 17, the Senate also directed 500 miles of vehicle barriers to be built along the border...

“A GAO report from 2018 said that from 2007 to 2015 Customs and Border Patrol spent around $2.3 billion to build up physical barriers.

Most of the cost described by CBO was for other things in the bill ($50 Bn): most notably, the construction and staffing of 20 new detention centers on the border.”

The department of justice in the executive branch can investigate congress members.

I believe federal judges can be impeached.
