Michael Cohen, Donald Trumps former lawyer, will for the first time publicly accuse the president of criminal conduct while in office related to a hush-money payment to a porn star, a person familiar with his planned testimony before Congress said.
Appearing on Wednesday before the House Oversight Committee, Mr. Cohen also will make public some of Mr. Trumps private financial statements and allege that Mr. Trump at times inflated or deflated his net worth for business and personal purposes, including avoiding paying property taxes, the person said. The financial statements were developed by Mr. Trumps accountant, the person said. The Wall Street Journal hasnt seen those statements.

Mr. Cohen is expected to recount racist remarks Mr. Trump allegedly made to him, including instances in which Mr. Trump allegedly questioned the intelligence of African-Americans and criticized their lifestyle choices, the person said.
Mr. Cohens planned testimony comes 13 months after The Wall Street Journal first reported that Mr. Cohen paid $130,000 in October 2016 to former adult-film star Stephanie Clifford, known as Stormy Daniels, to buy her silence after she alleged having a sexual encounter with Mr. Trump.

Nowhere in that excerpt was an illegal act mentioned, and I am not going to the source to look for such a mention. It looks like a misleading headline to me, since I doubt that the rest of the article describes an illegal act either.
He plead guilty to, among other things, lying.

Cohen was not Trump’s only lawyer. He had had many. The press always makes it sound like Cohen was it, the one, and Trump was there scheming with him, like Holmes and Watson. Whereas in many cases, a Trump underling would dispatch orders to Cohen, who then did his lawyer things per overall general orders, or even vague ideas.
Cohen was involved in some sort of scam with Taxi Medallions in NYC presumably via his father-in-law? Mueller is thought to be threatening him with prison for life unless he, Cohen, testifies against the President.
And then there are issues of Attorney-Client privilege, of a hooker who has lost in court, of a special prosecutor (Mueller) who has himself run afoul of the law ...
And Trump holds the FISA declas over their heads and so much more.
This is all about delay, delay, delay to 2020 while projecting onto Trump what they themselves are guilty of. These people are desperate.
Cohen graduated from one of the worst law schools in the country. He wasn’t hired for his legal skills.

1.) Cohen does not have the authority to decree a matter criminal.
2.) Paying hush money is not a crime.
3.) All politicians spend money to effect an election, to use the prosecutor’s language.
