Amazon coming in to her district would have brought in a new population of voters who would likely have not been supportive of horseface who won by a small number of votes. She did not want to change the demographics of her district. IMO.
When they re-zoned part of the former industrial area back in the early 2000s they originally planned for 5 million square feet of office space and 300 residential units. Over the last 15+ years the demand for office space has declined, so there was only about 1.5 million square feet built. But there were more than 10,000 residential units built instead of the original 300. Basically, 9,700 residential units replaced 3.5 million square feet of office space.
If Amazon were to put 25,000 people there, they'd have to build about 5 to 5.5 million square feet of office space for them.
So at the end of the day, Long Island City would have had 6.5 to 7 million square feet of office space PLUS 10,000+ residential units instead of the original 5 million (office) + 300 residential units.
There are simply a lot of locals in the Long Island City area who don't want their neighborhood turning into Manhattan.
The other underlying issue that is a hot legal dispute in the city right now is the conflict over what is called "mechanical voids" in residential towers. Basically, this is the space within a tall building where mechanical systems are installed. They don't count against the floor area of the building for zoning purposes. When the NYC Planning Board approves a 50-story office building, that's a pretty simple process. The developer may dedicate one entire floor of the building for mechanical systems, so they're effectively building a 51-story building with 50 floors of office space.
The problem with a residential tower is that the developer gets paid top dollar for residential units in the upper floors of the building -- and the value of the property gets higher as the building is taller. So the building is designed to have a floor for mechanical systems in the middle of the building with a far higher ceiling than needed -- just to get a taller building constructed. So the developer builds a 51-story building that has 50 floors of residential units, but the one "extra" floor has a ludicrous 100+ high ceiling instead of the standard 14-15 foot floor interval. There's a building just about to be constructed in Manhattan that is something like 800 feet tall, but it could have been built at a height of around 650 feet. It has a 150-foot "void" in the middle of it just so it can be the tallest building in the neighborhood. The NYC government is trying to play a bunch of legal games to get that project stopped, even though the developer already had approval to do it.
Amazon got caught in the middle of all this idiocy in New York City's local government.

IOW, there WERE no tax incentives, all the money was going into politicians' pockets and the pockets of the mobsters and NGOs who are their overlords.
I know this sounds crazy, but the Millennial Snowflakes I work with, especially the young women, are backing AOC on this one. Even though they shop Amazon on a daily basis, they felt Amazon was somehow trying to cheat New York. This is a really lost generation.

Government essentially extorts revenues from corporations via taxes yet believes it is owed to them. A business or corporation takes the risk, does the work in production, hires tax paying employees all while having to adhere to government mandated regulations and taxes to pay. Government essentially gets a passive slice of the action. All that leftist hooyee and SJW crapola from AOCs big teeth was just enough for Amazon to say hasta la vista to the Big, rotten Apple. Cant blame them one little bit because fools are in charge voted in by majority of voter fools.
Yes, that is how business works. In fact, within my very town, businesses in certain areas can charge 1/2 the sales tax (as “urban enterprise zones”) while others must charge the full amount - within the same town. Tax incentives are exactly that - incentives - that are designed to encourage employers to set up shop.
I assume the state and city intended to get their cuts from the state and local income taxes levied on the workers - 20,000+ at 6-figure jobs.
Do you have the same issue when governments do the same thing with “women and minority-owned businesses”? Crackers like me are told “Tough sh!t” - and must do business at a disadvantage.
The worst part was IT WASN’T IN HER DISTRICT; she screwed a neighboring Dem (Carolyn Maloney).
The people in the “Amazon” district voted for people who all supported the Amazon deal - their House representative, mayor, and governor all wanted it.
