Listening to a caller to Rush a couple of days back, I’m pretty sure there’s a line in the Constitution that allows the President to call the Congress into session under certain circumstances. Not that the Donkeycrat leadership cares that much about what’s in the Constitution . . .
The POTUS is only required to give a State of the Union Report. Not a speech.
Frankly, doing away with the speeches would be a good thing. An opinion I’ve held since the early 90s.

If I were the President I would give the State of the Union at the National Archives to small selective crowd. The Constitution and Bill of Rights as center pieces.
