Washington (CNN)Republican Sen. Ted Cruz and Republican Rep. Francis Rooney proposed a Constitutional amendment on Thursday that would impose term limits on members of both houses of Congress.
The amendment, co-sponsored by Sens. Marco Rubio (R-Fla.), Mike Lee (R-Utah), and David Perdue (R-Ga.), would restrict senators to two six-year terms and House members to three two-year terms. A similar amendment was proposed by Cruz in January of 2017.
"For too long, members of Congress have abused their power and ignored the will of the American people," Cruz said. "Term limits on members of Congress offer a solution to the brokenness we see in Washington, D.C. It is long past time for Congress to hold itself accountable. I urge my colleagues to submit this constitutional amendment to the states for speedy ratification."

But what should be happening in my opinion is repealing the Seventeenth Amendment. The senate was formed as the empowered representative of the individual states of the union by our Constitution and being popularly elected as some were within the states even before the 17th Amendment has changed the strong state representation into a national super star with interests far beyond their individual states.
Perhaps we just need an amended Seventeenth Amendment with term limits and some campaign finance reform with teeth in it? You want to speculate on the chances of passing those good but impossible notions?
Get back to basics. Our US Constitution was and still is the greatest document written by man.
Why are they wasting time with this instead of more important and more practical issues such as full fudinng of Trump’s wall, national reciprocity, implementing e-Verify, and so much more?

Permanent government employees already control 95% of the government no matter who is elected. The few people who are elected have no idea what the permanent government is really up to, especially if they've only been in DC a decade or less.
What, you think your Congressman knows what some OSHA or EPA guy lets slide in return for a few hundred bucks or conversely, enforces a strict interpretation of the rules against company B after taking cash from company A to ignore the same rules?
Promise permanent government people more pay, more time off, and more benefits, and they may lower themselves to making the massive self-perpetuating bureaucracy squeeze out something quicker than usual. Barring what amounts to bribes from the people who get elected, they just roll on and select the appropriate binder full of rules to fish an excuse for their inertia out of and respond to Congressional prodding with.

Having term limits for all senators, representatives, and the President is a bad idea unless all federal employees are subject to some sort of employment limitation also. Otherwise we will soon be ruled by un-elected, un-accountable, and uncaring a$$wholes who know that they have virtually unlimited power and cannot be fired.
Of course many think that Congress’ abdication of lawmaking responsibility to the deep state has already created an indestructible monster.
A snowball has a better chance of surviving hell than this amendment has of going anywhere except the trash can.
The elitists running the swamp are in charge. They will never let this happen.
We need desperately need term limits for Congress (and for the Senate and in fact probably for the judiciary too) but you have brought up an important point, which is that the administrative personnel generally remain in place since they are either appointed or hired and have no limits. This has got to be considered and some mechanism has got to be found to require turn over or to give the elected representatives more ease in firing and hiring these positions.
The administrative state is the true “Deep State,” and these are precisely the people who are causing so much trouble for Trump.
But there’s also the crying-out-for-term-limits Pelosi and other elected octogenarians who would never have gotten this far if they hadn’t had unlimited time to build up power and money to get themselves reelected, and at least Cruz’ bill is a start.
What, that doesn’t happen now?
Like voting yourself a raise, how do you vote yourself out a job for life?
I thought that a similar law was struck down by SCOTUS some time ago.

Strange how Republicans wouldn’t push for legislation like that when they had a majority and some chance of it passing. Makes a person think it’s all for show.
It can’t be ex post facto anyways, so it would probably have to go into effect at the next election and forward from there.

Huh? If fed employees' terms are unchanged either way, why is it a bad idea to limit the terms of the elected?

Cruz may not run again in 2024, and Beto could still be waiting to topple him.
I think it should be required that Representatives serve no more than 4 CONSECUTIVE terms (8 years) and Senators serve no more than 2 CONSECUTIVE terms (12 years). If they want to take another bite at the apple after sitting out a term, so be it. It at least gives fresh blood a chance.
But as they say, politicians are like diapers. They need to be changed often -— and for the same reason.
