You need a constitutional amendment to do that.

So the state with high amounts of voter fraud like California can decide a Presidential election? Nope. The electoral college prevents this.

And it will work too, until enough state legislatures vote to order their electors to go along with the national popular vote. https://www.nationalpopularvote.com/written-explanation

Who knew you could change the Constitution with just a bill?

Add an amendment to the bill that gives every state a right to withdraw from the union if it passes.

Put your crack pipes down, dems. That requires a Constitutional amendment, which is NOT going to happen.

Not a bad idea. I think they could do that.

I would like to see a tax credit for taking a course in the constitution, especially the bill of rights and checks and balances and why they are important.

And maybe tax credits for classes in economics, American History, etc. Anything that could educate our citizens and keep them from voting stupid.

I hate get out the vote campaigns, because they get out the vote from people who haven’t educated themselves on the issues or the candidates. They end up voting for hair style, gender, skin color, partisan label or anything else.

“If passed, the states will revolt over this.”

If passed, by a 2/3 majority of BOTH houses of Congress (fat chance of that), then it goes to the state legislatures, and it only has the force of law (as an amendment to the Constitution) is 3/4 of them ratify it (and the chances of that are somewhere between slim and none).

A mere law cannot override the Constitution...so the states won’t be up in arms. They’ll just vote “no” - if, that is, this bill is crafted as an amendment to the Constitution. If not, if it is merely crafted as a law, then it is as useless as tits on Bruce Jenner.

They are already changing how the Electoral College works with States passing Laws that will award their Electoral College Votes to the winner of the Popular Vote.

Imagine, your State Votes for the Republican, but the Democrat wins the National Popular Vote (with assistance from Illegal Vote Harvesting, Illegal Invader Votes and the usual Rat Voter Fraud we all expect).

Like Water, the Rats always find a way.

This would include a pretty major re-write of the Constitution, and not even RBG could twist and contort the words that much as they are now written.
\
Article II, Section 1, second paragraph, which directs the appointment and number of members of the Electoral College, by each State, in such manner as each Legislature may direct, apportioned by the number of Representatives and Senators to which the State may be entitled to by Congress.

Nothing, anywhere, allows for direct election of a President and/or Vice President by popular vote of the electorate at large.

The Twelfth Amendment does make a modification of this process, but it will remains the selection of Electors by each State Legislature, and not a word about reference in any way, shape, manner, or form to the overall popular vote on a national basis.

Perhaps the fault lies with the reportage rather than Congressman. He may well have introduced a resolution calling for a Constitutional Amendment, which would require a 2/3ds vote in each house, not very likely, and ratification by 3/4ths of the states—and since a lot more than 13 states would be prefer not to be bound by the wishes of say, California voters (which by itself gave Felonia’s popular majority) this is really just a showboating gesture.
