While speaking on the Senate floor on Saturday, Senate Majority Leader Mitch McConnell (R-KY) stated that the Senate will reconvene for its next scheduled session on Thursday, December 27th.
McConnell said, So, Mr. President, heres where we are. The Senate will next meet for a pro forma session on Monday, thats the 24th. The next scheduled session will be on the 27th of December.
He added that he is pleased that productive discussions are continuing. McConnell continued that there will be no votes on funding the government until a deal is reached that will pass the House and the Senate and be signed by the president.
After McConnells statement, the Senate adjourned.

If Congress could be made to realize that this is 2019 and they could stay in their home districts and vote and have committee hearings online instead of journeying in and out of Washington D.C. like it’s 1789 or something, the taxpayers could save billions of dollars.
But the LAST thing they want is staying in their home districts, amongst their constituents.
The D.C. bartenders and prostitutes hate that idea, too.

I think the turtle doesn’t have the votes until the new Senate is sworn in. Trump needs to tell him to get the wall funded or his wife Elaine Chao will be “fired like a dog”.

Can the new congress of 2019, and the senate particularly, vote on the house bill of 2018? Or will the house bill of 2018 simply be tossed in the waste bin?
If the 2018 house bill is scrapped, pelosi will never approve money for the wall and the wall will be toast?

The feckless, gutless, spineless turtle needs to resign. His strategy is caving to the RATS instead of forcing them to face and vote on their positions which would show their perfidy. He is a clown, the queen relic of “stupid party” idiocy.
My own (and possibly imperfect) reading is that the Senate is slowly being herded into a box canyon consisting of the current House CR which contains $5B for wall construction.
McConnell is giving the current Senate only two options:
Option 1, continue to shirk their duties and deny a vote until the end of the session.
Option 2, vote and pass the House CR containing $5B for wall construction.
IMHO McConnell and Trump are gambling that the Senate will not like having Option 1 appearing on their permanent record. They cannot predict the future, which may judge them harshly in retrospect for their defacto group decision to deny passage.
If Option 1 is chosen, then technically McConnell still has the choice to dismiss the Senate a day or two early, giving Trump a chance to make recess appointments. McConnell would have to draw out the Democrats to continue to commit to Option 1 as they have been doing up until now. That gives him the excuse to declare the Democrats unreasonable and dismiss the Senate early. Ideally they need just enough time for Trump to make such appointments. That could be a few days, a few hours, or a few minutes (I do not know which). They need to minimize public perception of being in the wrong and maximize public perception of being and/or representing the wronged party. My WAG is that a few hours would be enough, and that a day or more would be used by the Democrats and MSM to castigate Trump and the Republicans for concocting a premeditated plot to perform such appointments. Waiting has the side advantage that some frail members of the judiciary might slide into becoming incapacitated, giving Trump the opportunity to make more appointments than would normally be the case.
The end game could be to increase political clearance for recess appointments, or it could be for speculative reasons such as increasing 2020 political capital among Trump True Believers denying a solution to the shutdown until the next Congress. Or both.
Once the next Congress convenes it would be up to Pelosi to come up with a CR or budget to avoid shutdown. It would then become a war of words and a test of will between Pelosi and Trump. We probably already can guess which way the MSM would spin it, but which personality would win in the court of public opinion? I think it would be Trump since Trump has the advantage of having been on his reality TV series and being successful at decision making while Pelosi is publicly regarded as only a politician and so she is relatively vulnerable in that regard. If this is true, then a compromise CR (and attendant wall funding) could swing more in the direction of Trump’s position than in the direction of Pelosi’s position.
