State Department Pledges $10 Billion to Develop Central America, Southern Mexico

The U.S. State Department announced on Tuesday that it is pledging more than $10 billion to help strengthen the economies of Central America and Southern Mexico to stem the flow of thousands of migrants surging into the country.

“The United States pledged $5.8 billion in aid and investment Tuesday for strengthening government and economic development in Central America and another $4.8 billion in development aid for southern Mexico,” the Associated Press (AP) reported.

“The U.S aid aims to promote better security conditions and job opportunities as part of a regional plan to allow Central Americans to remain in their countries and not have to emigrate,” the AP reported.

Mexican Foreign Relation Secretary ‎Marcelo Ebrard‎ read the State Department announcement aloud in the Mexican capital.

“In sum, I think this is good news, very good news for Mexico,” Ebrard said in the AP report.

Patriots are reminded that the Founding States gave the “power of the purse” uniquely to the House of Representatives, not non-elected bureaucrats running the State Department.

”Article I, Section 7, Clause 1: All Bills for raising Revenue shall originate in the House of Representatives; but the Senate may propose or concur with Amendments as on other Bills."

So the corrupt House is evidently working in cahoots with the media to front-end federal spending with non-elected bureaucrats to protect corrupt lawmakers from unpopular spending.

But there is a bigger constitutional problem with this issue imo. Pres. Trump must be surrounded by institutionally indoctrinated constitutional “experts” who probably cannot tell the Constitution from a horse’s arse.

More specifically, note that Justice Joseph Story had clarified that Congress cannot interpret the General Welfare Clause (1.8.1) to justify foreign aid.

If the tax be not proposed for the common defence, or general welfare, but for other objects, wholly extraneous, (as for instance, for propagating Mahometanism among the Turks, or giving aids and subsidies to a foreign nation, to build palaces for its kings, or erect monuments to its heroes,) it would be wholly indefensible upon constitutional principles [emphases added].” —Justice Joseph Story, Commentaries on the Constitution 2

So not only is the media protecting the House regarding unpopular federal spending, but this example of federal spending is unconstitutional imo.

They have no issue throwing $10 billion to a hopeless cause somewhere in the Central/South Americas, but have an issue throwing half of that towards a wall to secure our border. Go figure.

I call BS on that whole it’s the voters fault.
Kind of like blaming the victim?
Did you catch the whole harvesting votes and overturning legitimate elections the last go round?

While they have illegals and dead people casting votes.
And towns where 110% of the population voted for dims.

Ok, ok..... I figured it out.

The State Department will give Mexico $10 billion.

Mexico will then pay the Corps of Engineers wall contractors based on monthly invoice approval by the Corps of Engineers. This arrangement will go forward as long as the money lasts.

This arrangement was negotiated by Trump and the incoming Mexican President as a part or perhaps as aa secret addendum to the recent trade negotiations. The Mexican President agreed because Trump made him an offer he dared not refuse

Trump’s budget asks for $180M (million/entire region) for the entire region.

THIS so-called *giveaway* is a blue-sky TASKFORCE and BILATERAL meeting, set in the future, “leveraging private and public PLEDGES which may or may not ever materialize.

Taskforces and blue-ribbon panels and bilateral meetings are just ways to pretend something is being done.I have served on them at my state level. Time wasters for people with nothing better to do than virtual signal. Good excuses for get-aways and schmoozing lunches on the government’s dime.

Pledges do not always yield donations.

International investment banks are behind this with their eyes on $25B *promised over 5 years* by Mexico and MAYBE another 2.5B in *fresh commitments* made (so they say) to the State Department.

This is trolling, folks. like Read My Lips. They know you will go ballistic and fret and fume and hope you will also not read the details and not vote ever again.

At the end of the article:

“The government of Mexico has announced the largest development commitment in decades in southern Mexico to include $25 billion over five years,” the declaration said.

In addition to public funds, the state department said private investment is part of the strategy.

“The United States and Mexico will also work with the U.S. and Mexican private sector and multilateral development banks to promote investment and economic development in the Northern Triangle,” the declaration said. “We will leverage the resources of U.S. and Mexican international development finance capabilities to better target investments in the region.”

The multi-faceted plan is still unfolding. The State Department also announced a “Cabinet-level Meeting and High-Level Taskforce” involving Mexico and the U.S. in January 2019 to “agree on a strategic framework for our cooperation in Central America to address root causes of migration.”

It was not immediately clear how much of the investment announced represented new funding. A spokesman for Ebrard told Reuters he understood that $2.5 billion of the pledges to develop Central America was part of “fresh commitments,” Reuters reported.

A bilateral business summit between the two countries will also take place next year.

The Trump administration is requesting an additional $180 million in bilateral assistance for the region in its FY (fiscal year) 2019 appropriation request, according to the State Department, but not all funding will come from taxpayers, as previously noted and as AP reported.

“The combination of public and private investment for the stay-at-home effort doesn’t require congressional approval, unlike Trump’s signature project to stem illegal immigration — a border wall,” AP reported.

..... HA ..... The Democrats basically doubled the amount that Trump wanted for the Border Wall ....... And then gave it to the nations south of our legal border in an act of defiance and pulled a fast one against the President.
