China moved to reduce tariffs on US cars from 40% to 15% in the latest sign of their willingness to negotiate a trade deal with President Trump....

This is a very nice start; but, the lower tariffs won’t accomplish much unless non-tariff barriers are also removed.

Good news, but they’ll simply follow the Japanese by replacing the 40% tariff with a non-tariff barrier:
Say, something like, “The importation of US cars must be proceeded by a safety inspection by the authorities located in (insert TINY coastal Chinese town).”
That’s what the French did, many years ago, for videorecorders they didn’t want to levy tariffs on.
There’s a jillion ways they could swing it. Non-tariff barriers are the things of liars and China is FULL of those.
It’s still a symbolic victory, I guess.
