Russia is deploying nuclear-capable Tu-160 Blackjack bombers to Venezuela this week as part of an increasingly provocative pattern of bomber training flights, according to American defense officials.
At least two Blackjacks will fly from a strategic forces air base in Russia to Venezuela as part of a series of training exercises that will include long-range refueling, said officials familiar with Russian plans for the flight.
The bomber foray to South America will be Russia's seventh training flight for Blackjack bombers in the past three months.
Mark Schneider, a former Pentagon official and specialist on the Russian military, said Tu-160 flights are unusual and increasing.
"There were six announced Tu-160 flights of the provocative' type during the last three months, which is a lot," Schneider said.

They probably do bump against it. But the other part of the Monroe doctrine is that we intended to stay out of Europe and European colonies.
The Monroe doctrine became a dead letter after WWI or the Spanish American war (depending on the historian)

Exactly. But of course, that would upset the congressmen in New England who insist upon Citgo heating oil being allowed.
Venezuelan oil is very high sulfur, so it has problems meeting some US requirements. And of course, Democrat congressmen from the heating oil states are right there to carry the legislative water for them.
The B-1B was decertified years ago and is not nuclear capable. The cost to re-certify them is enormous so they will remain conventional until they are decommissioned.
Our B-52H and B-2 bombers are still nuke certified.

Very doubtful. Lockheed explored this extensively at Skunk Works for a SR-71 replacement and found enormous problems with the concept. It would be a massive flying thermos bottle with no air to air refueling capability, and you would have to operate a tank farm of something orders of magnitude more dangerous than jet fuel.
All for no identifiable advantage.

The B-1B is capable of carrying the nuclear B-61, or a nuke cruise missile.
Certified is another story. And is mostly a function of communications equipment and training protocols.
The green version. Should get good marks from the environmentalists.

Why waste all that time and $$$ designing and building your own when youve infiltrated the other side so well that you have everything needed to copy-and counter-everything they have built?

I'm sure that those bombers are needed in order to stop the jihadist insurgents, uh, to support Venezuelan Christianity, uh...
