I don't know how it works elsewhere, but where I live, the voting precincts know how many folks walk in the door and are given a ballot. The ballot is then filled out and fed into a machine. Now, if, say 1743 people walk in the door, but only 1297 votes have been tabulated, wouldn't it occur to the poll workers then and there (on election night), that, hey, we are short 446 ballots?!
