Assuming gunpowder inside the tube, there are two possibilities. Hit one very hard with a sledgehammer. It would have to be a hard enough hit to generate heat from friction. Maybe 10% chance of an explosion. Second possibiltiy: throw one on the campfire. But since they are plastic and not metal there's a good chance the plastic would melt and open up. It’s simply a terror atack like the fake ricin letters (at least seven or those). The guy didn’t want the potential danger to himself of constructing real bombs or didn’t have the detonators. Also he wanted light weight tubes so he chose plastic. AFAIK, all lethal pipe bombs are metal and they have detonators of some type.

Why is Law Enforcement so carefully parsing their words rather then directly answering the question "Were these bombs"? Could it be because if DOJ and the NY Cops tell the truth, instead of obfuscating, the whole thing takes on a Keystone Kops air and totally deflates the “crisis” narrative?
