It’s simply a terror atack like the fake ricin letters (at least seven or those). The guy didn’t want the potential danger to himself of constructing real bombs or didn’t have the detonators. Also he wanted light weight tubes so he chose plastic. AFAIK, all lethal pipe bombs are metal and they have detonators of some type.
