That barcode on the envelope is not a machine identifier. And it’s possible the bomber dropped the envelopes in a curb-side box — and therefore, no barcode.

I don’t know how it is in Florida (which seems to be a universe unto itself), but here in the North you cannot put packages in a mailbox, even in the post office. You need to hand them to a postal clerk. They then check the address and their equipment spits out a barcode for everything, to help them in processing.
Probably because they’d have to admit these “devices” were nothing more than a hoax...
